the padding increased the impact players can cope with, so they can hit harder, so their opponents needed armour, which meant it harder to stop them, so the defence got more armour, so the offence needed more armour...
The style of the game has been changed by the armour and padding of the 20th Century. Look at what they were wearing in the 1920s - it's hardly more than a rugger scrum wears now.
