could use all sorts of video or frame capture software to do this but the simplest way of capturing small amounts of video would be a screen capture program. I use Snagit 8 personally.

edit:/ plus DVD vob files are simply Mpeg layer 2 files so anything that edits mpeg files will do.

snagit offers all sorts of screen capture options and saves to avi from real time capture. It takes as long as the video takes to play as it does to capture it
