I've bought PSP v11 recently but it was about £50I think you can still get older versions for free from the website. The first one I used was a freebee from one of those PC mags (PC Pro I think).
PSP seems to do everything you need except animation.

PSP9 comes with Animation Shopstill one of the simplest and most effective Gif animation packages about. Not sure why they ditched it for the later versions. But you can still buy it seperately from the Corel website.

how much is a legit copy of Anim Shop?I use a slightly *cough* version at the moment, but would like a proper one. It does rock the animatronics house.
