Nothing about this cellar is drynor ever will be, and there's no simple treatment for it since they banned lime.
Found something called 'cellar paint', imaginatively enough, that's meant to minimise moisture whilst still allowing some to penetrate and keeping the wall in one piece (you can't just seal it or it just collects behind the paint and bubbles, eventually falling off) which is about all I can find to even try.
