i spent alot of time making fire a few weeks ago, i find smudge and ctrl+U are best.

But when you look at it, your never satisfied and you have to edit until it goes completely balls up

It works the same way if you use white airbrush too.
Black background, with white drawing on top.
Basically, rotate it, filter-stylise-wind it 2 or 3 times
Then gausian blur at about 3.
Then copy the layer and then ctrl-u, colourise, saturation at 100, colour at -38
Then copy that layer, set it to colour dodge, then ctrl-u and use normal settings but with colour at 45
Then just flatten the image and smudge the white for it to look like flames
Then copy the layer and set it to overlay.
