Made it using Corel Photo Paint and it isn't the greatest animation program in the world but means I haven't got to fiddle around in different programs all the time.

What's best for animating?

that came free with Paint Shop Pro up to about 5 years ago! Other than that I've no idea what the best Gif tool is.
