Take an animated gif, or a bit of video, strip it down to frames. (I used Virtual Dub)
Take a few of the frames and individually stick them in to a web site like this (there probably is a program that does just the same)
Screen print each page pasting them into what ever program you are using crop and change the background colour to transparent.
layer them up and animate.
