I want hassle free jpg output from a specific region of the screen, without mucking about with mspaint or a.n.other editing package.

I think irfanview had some kind of auto-screen grabber thing, but I haven't used it in years so don't rely on me.

seems to do just what you're asking. I've only played with it for a bit but it seems to works fine.
