# basically each cell is a four-entry look-up table,
with two address lines, and a "punishment" line, that when pulsed, inverts the selected entry on the rising edge. The cells are wired up to each other in a certain way, and the three "action outputs" at the top combine with the time-periodic "situation registers" at the bottom (through the "universe circuit" between the two) to generate a punishment signal for the lower row of cells. (The upper row is punished at the discretion of the bottom row.)
