Nope.It doesn't seem to do a thing except tell me that the language is now 'Englisch (Grossbritannien)'
Unless the computer was also loaded with muisetup.exe (which it isn't as they only give it to large companies), it's not possibly to change the language the computer talks to you barring a reinstall.
