The lampost bit
is a tube that goes into the ground, down to the water table.
There's a pisten inside it that moves up & down by pumping (hence the word pump...) the handle (the bit the bloke is holding).
There's a no-return valve on the piston so every time it goes up it pulls some water with it.
The water comes out of a spout that isn't clear in the piccie.
