its a headline grabbing wheeze
that is neither practical or helpful, it sounds good but is really aimed at stimulating growth in the motor industry (just like the other recent government funded initiative to invest in construction) when they should bloody realise that a)no one has any money to spend on new cars and houses anymore and b)their aiming investment at the very markets that were over-priced and over-saturated and were the most in need of, and to blame for, the recession
