Well that is somewhere we differ I guess.I don't think the congestion charge made one jot of difference. Having worked in the city before and after the congestion charge, I noticed no change whatsoever. Mainly due to the fact that there are 2 kinds of people who drive to work. Those who have to, such as tradesman and whatever, and those who are wealthy and in positions whereby they have parking spaces, or are paying to park in town which is collosally expensive anyway. Thus meaning it is simply a stealth tax and serves no purpose whatsoever.
