How the hell does she know this? Surely some sort of low freq measurement should be taken, if she indicates that the pitch varies at the same time as the device measures the variance she's not mental. End of story. What a stupid article.

I identified part of the nightly hum in my head to a nearby lamppostagain - nobody could hear it, but when I reported it to the council, they replaced a part they identified as faulty and the humming reduced.
The rest of it might simply be a lamppost further away.
This lady might well be imagining it, but I know I experience it, and only where I live.
I don't expect its military activity or anything like that, probably something far more mundane

Hah - exactly what I thought.What she means is that she is convinced that it is not a hallucination. Which is not possible to know, except by measuring the noise some other way.
