I have three, and will still have three once I've got the rest of my 1/4 sleeve done, but it'll be 2 and one rather large one.

and I'm going to surround it with forget-me-nots and other ivy, and trail it up over my shoulder and down my back a bit.

I'd say no to chest tattoos, but only because dresses with sleeves are easier to come by than dresses with high necklines, but that's really it.
