The turning to dust bit looks like you've actually done it and filmed it, and then just reduced down the colours and resolution to this.

I found this nifty little brush in PS7 and coupled it with the smudge tool and it did the trick nicely.

loads of random splodges, when I used that with smudge it looked wicked. So smudged the first 4 parts of the disintegrate.....then painted on some dust effects with the same brush on the last 2 frames. Innit.
