there are a large range of awards available and these sort of things are aimed towards people of mixed abilities, If someone is severely disabled then reaching a point in their life where they are able to perform day to day tasks is a massive achivement. It also helps carers judge the ability of the individual to look after themselves and how much care is needed in certain situations.

What they fail to mention in this article is the background to him getting the certificate, He could well have been on the holiday scheme with some mixed abilities and the whole group was entered for awards.
Or they could simply have ballsed up and awarded the certificates to this group instead of another group who were attending a scheme next week or the week before.
