there are a large range of awards available and these sort of things are aimed towards people of mixed abilities, If someone is severely disabled then reaching a point in their life where they are able to perform day to day tasks is a massive achivement. It also helps carers judge the ability of the individual to look after themselves and how much care is needed in certain situations.
What they fail to mention in this article is the background to him getting the certificate, He could well have been on the holiday scheme with some mixed abilities and the whole group was entered for awards.
Or they could simply have ballsed up and awarded the certificates to this group instead of another group who were attending a scheme next week or the week before.

I've seen a couple of people on here using it recently.
There's a similar word/concept that used to be used a lot in Germany, "Untermenschen". You don't hear it so much these days.

the thing that struck me was quite how many 'columnists' they have basically having full page rants about things in life they may or may not have understood
It's as if they go off on some rant without pausing for a moment to reflect for a moment on stuff that on the surface may seem unjust, but has greater depth, like the rest of us tend to do; or to put it more simply never progress from getting out of bed feeling grumpy
Even other right-wing papers like the Times and the Torygraph attempt something resembling a reasoned argument the intelligent have a least food for thought to reflect upon
