I don't see how they can spread beyond their original numbers.Zombies want to feed, right? So if someone was attacked by someone, either they get eaten beyond the point of being able to come back as a zombie, OR, they kill the zombie before or after being bitten.
The only way of it spreading would be with hit and run zombies, who give you a nibble, then run away.
