Years ago I was IT contracing for a London council. There were about two months where there was literally about three hours work possible to do in a week.
I spent both those months turning up to head office on the Monday and being given the worksheets for this work and being told they didn't want to see me back at head office until the meeting on Friday.
So myself and eight other contracted got paid a full weeks work for doing about three hours.
Good to know taxpayers money is well spent.

That works out to around 7 1/2 minutes each per week.
SHOCKING NEWS: Your tax is being spent by council workers on Facebook for 91.5 seconds during their break EVERY day!

My boss would be better off playing poker from home instead of driving 60 miles each way to play solitaire. He could bet with the company car and petrol funds, that way he might actually make some money for the company if he wins anything :P
