It's a catchphrase in their snooker commentator sketch, and like all catchphrase comedy it's pointless and irritating.

Actually its not pointless - it was necessary because it originated in the Mitchell and Webb Sound radio show and set up each 'snooker commentators' scene. They tried it with just the clinking of balls but on radio it was harder for the audience to recognise. So the 'oh that was a bad miss' thing was there to frame the scene.
