I once visited an orphnanage in Romania1 in 6 children under 11 were HIV+ through un screened blood transfusions under Ceausescu's regime, a couple were suffering from dwarfism with hydrocephalus unable to swat the flies from their face and bereft of any kind of stimulus. The lucky ones were healthy with no parents, living in poverty but surviving.
