Yep...and people being warned not to clear pavements since that then leaves them liable in case anyone slips on that patch.

Any other country where it snows with any degree of regularity, you are legally obliged to clear pavements along the boundary of your property, and you are liable for any injury sustained as a result of your not doing it. Seems more sensible to me :/
