It's snowing here again.
And, halfway through last week, after the big snow, Manchester Council were going round all the parks knocking down all snowmen over about 4 feet high on the grounds of health and safety. How tight is that?
Nice pic, btw

Yep
...and people being warned not to clear pavements since that then leaves them liable in case anyone slips on that patch.
WTF?
Any other country where it snows with any degree of regularity, you are legally obliged to clear pavements along the boundary of your property, and you are liable for any injury sustained as a result of your not doing it. Seems more sensible to me :/

Because they are frightened of being sued
The whole 'elf and safety gone mad debate is not about H&S at all. It's about council's taking extreme steps to ensure they can't be sued for anything.

I'm all for the HSE
It's the Health and Safety people within other organisations, both public sector and private sector, that are the problem. The HSE gives sensible guidance on how to be safe. Internal Health and Safety departments just go waaaaaay over the top.
That conkers story was a prime example; the HSE never objected to conkers, it was the head mistress of a primary school that banned it. The HSE got the blame. The following year, just to show what good sports they are they sponsored the World Conker Championships.

It's nothing but self generated overtime for those council worker types.

Agreed.
But on the other hand there is nothing that looks worse than part-thawed snow. You know, when it's all brown and grey and manky and all the crud that was nicely covered up by the snow is starting to peek through again.
Minging.
