you embroidered this round a badge?or made it a solid disk then wanged a safety pin into it?

I gotsome of these and some of these, wrapped the finished embroidery over the 1st bit and then glued the 2nd bit to the back along with a disk of felt to prevent it from wearing away the fabric it's worn on.
