Maybe abundant in the military but not in civilian hands for home defence.
Also wouldn't you need training in using something like this to pick out a helicopter?

A quick search of the internet shows rather a lot of Russian made RPG30's in rebel hands.

Maybe it's not early nineties, but I would bet there are some in civilian hands in post-soviet area still.
Mind, only point I'm trying to prove, is that it is not exactly far fetched.

That "collateral murder" thing was all about mistaking a camera for an RPG I believe so at least helicopter pilots seems to be wary of them.
