This is a normal post Two stage process
The DVD is shaky due to some poor transfer of the original film stock, and then YouTube offers to stabilise the upload, and then it adds the wobbly artefacts.

This is a normal post I assumed it was to get around YouTube's auto-detect copyrighted content blocking?
It does have the unintentional bonus of making it look like CSI: Chigley.
