Wow, a different kind of B3ta front page!
That image was also part of an animated gif
which you can see here in the unofficial nohands gallery.
Also seems it has appeared in print before - in the News of the World -

The image link is down but if you check the placemarker the filename is the same (catbang.gif) and people responded with other nohands pics. They thank uphilldownhill for the cat but I don't know if they mean the whole gun/cat part.
