I could read Hansard and find out why each m.p voted the way they did but seeing as it was split done party lines I would guess "politics"

The tories didn't want to bring over what they saw as bad legislation and the opposition wanted to defeat the tories.
As for when Gove couldn't answer that on the Today program this morning but I would guess it will to avoid another embarrassing situation like this.
