With buying tickets especially to have a singalong.
They would have all sung "you have a hairy bum" to La donna รจ mobile at Glastonbury if prompted.
(Sounds like final figures were respectable for a political rally, as opposed to a festival)

It sounds like one faction wanted to put on a serious festival with big name acts like Stormzy.
But another faction didn't. So they compromised and put on a festival with no money to book any acts. And no one bothered to check if Stormzy was free.
