"Fair use" is nonsense
Copyright is complex, but the US starting point of "fair use" is ridiculous. They have been using and abusing that nonsensical concept for far too long.

Not to mention that weird thing whereby you had to register a work and pay an annual fee and if you forgot it became "Public Domain". Even the US had to sign up to the Berne Convention eventually.
