Am disappoint - I thought he'd described an early example of dot matrix characters using bald heads
But according to Wikipedia he drew a letter on the head of each person he gave a ticket to. Less ingenious but still funny - the word is reported to have been either "Shit" or "Bollocks".
Is there a modern-day equivalent? We need one if not!
