I found the florida exotic pets state law.
They have class I, II and III. I is illegal, II and III require a permit.
Kangaroo is not specified in I or II, and I'm pretty sure it's not "substantially similar in size, characteristics and behavior" to the prohibited stuff - therefore, it is III, "All other wildlife not listed herein", but is not listed in those exempt from a license (which is for more common pets).
It does specifically mention the space requirements for a kangaroo - "For one or two animals, a paddock enclosing 625 square feet, 8 feet high".
So yeah, I think you're fine. Just needs a free permit, and enough room.

IANAL, it would be wise to check. There's requirements for the permit.
