I think all they've done is gone "oh these could really hurt someone who might also already be hurting".
....imagine calling an already over stressed cop "cancer" on the day he finds out?...
...this kind of thinking - about the real world people of your country; is what governments should be doing. Make no mistakes about that.
However what they shouldn't be doing is stopping us from saying that the black unicorn from the farside of mars is actually the cause of most insults, and that prostitution causes degeneracy. So yeah, the imagination and ethics, there shouldn't be laws on talking about those two... ever. Full stop.

At this point...
...the thought can be extended to someone who either imagines things that run parallel to society as obvious and crass political satements - such as the white-revenge fantasies found in the Turner diaries... but also; one can imagine a politician who appears to be making political statements about politics and their sociological standpoint (whatever that might be); but then chooses to mix that rehtoric with other rehtoric, such as saying "Prostitution causes degeneracy... which is a cancer on our society".
Due to the proximity of the illegal insult 'cancer' - the reality of sex workers as people and citizenry, and previously given reasons for preventing real-world medical terms being used against people in a free and egalitarian society (namely those people are emotionally vulnerable already)... well.... I mean, you can start to see some Donald Trump stuff being prevented or at least; critically addressed by these laws.
