He absolutely needs locked up, but I'm not sure a standard custodial sentence going to do any good in the long term...

Should he be subjected to a substandard custodial sentence or should they roll out the red carpet on his cell's wing?

However, the attack seems a bit too organised for a psychosis and the evidence shows a degree of prejudice and planning, including a farcebook post announcing it.
Also, prison is cheaper than a dedicated hospital, that's where a lot of ill people are sent.

almost any criminal, barre the scheming type who has weighed-up the benefits of the crime against the risk of getting caught.

Mental illness does not necessarily prevent the aflicted from assessing and managing risk.
Also, barre?

Are you bringing the mental illness up to set him apart from all the other (non mentally ill) people that want to kill Muslims?
Or are you suggesting sectioning him would have been more appropriate?
If that's the case, would he have been sectioned for the belief, or for acting on it?

Name your cliché. Mother held him too much, or not enough. Last picked at kickball. Late night sneaky uncle ... whatever. Now he's so angry, moments of levity actually cause him pain.

Sane people don't do this.
These people need to be permanently removed from society.

the guy in the video would like us to 'just crack on with brexit'.
If only he knew that it would lead to an increase of immigrants from countries where they have darker skins.
I wonder if it would change his mind.
