They were selling that bubble plastic stuff well into the late eighties/early nineties.
I used to get it all the time from the local joke shop.
The video is really reaching with some of these, too. Wheelie Bar? Really? Kids have been pulling whellies without the aid of a bar for fucking generations. Without helmets. The issue here isn't the wheelie bar, it's idiot parents letting their kids ride bikes without safety gear.
