The problem with the idea of parenting licenses,
is that it wouldn't take very long before they'd stop being handed out to stable couples, with good education, and the means to be able to look after their children properly. They'd instead be given to protected categories of people.

I disagree, he looks more grown up than her.
This suggests he might escape via education and meeting less dramatic people.
