Libido is not really the same as consciously wanting offspring.
Doesn't 'genetically programmed' preclude choice in most creatures?
I very much doubt they have the cognition to regret being spayed or regret not starting a family, seems anthropomorphic to me.
Difficult to actually investigate either way though.
