This is a normal post I don't see what impartiality rules he could be accused to have broken.
As far as I can see he simply stated some facts, and some questions he'd ask, given the opportunity.

Here are the questions that he should be able to answer if he wants to be Prime Minister.
It’s up to him whether he wishes to avoid scrutiny, but his doing so fits a pattern of behaviour, and isn’t compatible with high office.
