Not at all...
..it's just that those people who are driving something with the potential to cause great harm to others should perhaps act responsibly.
In the same way I don't say we should all wear body armour to protect ourselves from the people who use weapons improperly, I don't think that pedestrians and cyclists and motorcyclists should do the same vs. the drivers who use their cars irresponsibly.
