yes, of course
but it's so audacious and bizarre, you have to wonder at their state of mind.
whatever the motivation, their chosen gender expression is inarguably offensive and provocative and must breach some standard of ethics.
given the sensitivity of gender-identity, managing this must be a challenge, but i'd be suspending them immediately if i were their principal. it's just as incredible to me that they were allowed to continue teaching at all.

Could be anything from rebelliousness to an extreme body dysmorphia. I guess it makes if more difficult for less extreme trans folks.
How she is still employed, legislating for boobs might be difficult.
