Most notably though, Sovereign states voluntarily joining a defensive alliance when they have a nakedly aggressive neighbour really can’t be described as that alliance marching Eastward. To do so requires either some spectacular logical gymnastics, or outright intellectual dishonesty.
I don’t hear anyone claiming that Finland and Sweden joining is an act of provocation. Outside of the Kremlin anyway.
