I don't use Twitter though. What does being "noted" mean?

It basically means that points made in the tweet have been flagged as incorrect or misleading, and users have written notes containing evidence and extra context to correct them. The community votes for the notes that are the most helpful (and truthful). The best voted appear under the tweet.
It is more complicated that this though, and it uses tricks to make it harder for groups of people to take the piss. It's probably the part of Twitter that works best at the moment.

The idea that Twitter users’ votes equate with what is most truthful is hilarious.
