His driving privileges were reinstated, but not his license. But he's up in court for driving without a license. Therefore he's not allowed to drive without a license. So what is the difference, and why is there a difference?

no i didn't but it might be like in the uk
if you get (i think) 6 points in your first 2 years of having a license you have your license revoked and have to retake your test, but it's not a ban
