Interesting to find out recently that nobody gets charged with 'riot'
just public order offences. Because if there is a riot, the government is liable to compensate people for damages...

I dont think people need to get charged with "riot" to meet the conditions of the compensation act
just that it meets the threshold of a riot in the Public Order act. The Independent seems to think there'll be quite a few claims coming through
