This is a normal post Why is this difficult to answer?
Presumably you just pick the most northerly and southerly latitudes of the mainland of England and apportion into thirds.

Or is there some convoluted method involving equally proportional areas of the mainland less rivers, lakes and any areas under foreign ownership?

This is a normal post Draw a rectangle centered on the vertical middle of the country, touching the border with Scotland at the top and the Southern coast at the bottom.
Divide this into thirds and use the boundary between the middle third and its neighbours as where north and south start/end, job done.

This is a normal post It’s difficult because Nottingham is as far north as the south goes.
And Leicester is as far south as the north goes.

This is a normal post Addenda, the borders will be delineated by a continuous low wall that may have to pass through homes, gardens etc
