I refer the honourable cunt to my previous "poorly executed" statement
There was a bunch of legislation a couple of decades ago to try to make sure accessibility features were added to websites of companies above a certain size. Most didn't bother. Some got it badly wrong. I suspect this is one of them - it looks like the design is stuck around 1995 or so.
Or they might be plain stupid. Or scammers. It's a spunky bum bum joke.
