Fair point, but...
...the navy do actually practice firing the guns anyway.
Would be a bit of a problem if they never actually tried live ammo until someone was shooting back.

3. Stop the men getting bored to hell and frustrated and not being allowed to engage any of the pirates unless shot at first.
