fortunately they are a tiny, and I mean a tiny, minority.
As you say, which I didn't notice initially, the wheelchair is already on the bus and the driver is inisting that he cannot operate the ramp that therefore reinforces the case of the driver that this wheelchair has accessed the bus without the ram being put down when they boarded and should therefore be able to do the same on exiting the bus. When the camera pans down to the floor the gap is reasonable and the height is perhaps an inch or so off level with the kerb. So it would appear the driver has done all he can to make exiting the bus as easy as it was on entering the bus. This stink of some twat with a camera deliberately looking to blow this out of propotion.
However, if I was the driver I wouldn't even have entertained him I would have lowered the ramp on both occassions so that he would have not to fucking shout about, but then I don't suffer with a bad back and I would not recommend any Driver putting themselves on the sick by putting their backs out.
I have stood for the Union BTW.
This anti Bus-Driver bullshit causes many many drivers to suffer long term stress and illness realted from stress - thanks for doing all you can to push it that little harder.
