This is a normal post PA equipment strapped to a small vehicle
If you get some small but potent PA Speakers that dont draw too much power like the Mackie 350's, strap them onto the back of a small vehicle, and wire them up to a couple of large car batteries running from a couple of transformers, get your vehicle infront of his convoy for the duration of the song and job done.
